Why are pets not permited in some housing?

I can understand not being allowed a cat or dog in a flat, but NO pets are allowed even a goldfish, hamster or rats.Why are pets not permited in some housing?Hamsters and rats can get loose, make a room stink, and get bedding everywhere. It's surprising how much damage pets can do. Plus they make some neighbor ladies nervous. Some people like to know their neighbors won't be having any pets.



Prohibiting fish is a little much. It could be they're worried about an accident with a tank/fish bowl, or they just want to have a simple, flat rule so that they don't have to worry about exceptions.Why are pets not permited in some housing?
