How can you play with your cats in the Sims 2 Pets by using one of the teaser toys?

I have the Sims 2 Pets (for Wii which no one probably has but...) every time I try to play with one of my cats using one of the teaser toys (like the mouse dangler) the action box will pop up and disappear. I don't know why I can't do it, does the toy have to be outside, or positioned in a certain way, or on a table?
